Was it the intent of the POSIX 1003.2 standard to change historic
practice by requiring that the file be written back if it had ever
been modified, or to match historic practice of only writing the
file back if it had been modified since it was last written out?

distinction can be made between alternative implementations

The standard does not define what modified means.
